You cant sign rookies til there is a CBA. So yes there will be a cap. So far Oliver Luck has shot straight as AD at WVU. He doesnt BS.

I did like the fact he said he likes our organization. He took Andrew to the Super Bowl game we were in.

No hard feelings toward Luck. He seems like he genuinely wanted to stay in school and him going to the Panthers had nothing to do with his decision.
