I would say not consistently but he has been able to shut down his side of the field at times. I don't think he really fits as well with the Evero scheme. I also don't have an issue with him not being a crazy high INT guy. Being a shut down guy is more valuable than a guy like Donte Jackson, who is an insane ball hawk but because of that gets beat quite a bit.

TBH, he is still a JAG, even if he did get better. Not a guy I would spend much money on.

I hate to say that I did like Surtain better at the time. Obviously liked Slater more. But, ultimately Horn is a good player. He will just have to understand that it isn't reasonable to get a paycheck like Surtain did. Maybe sign a shorter term deal as a "prove it" contract? I am not sure what to do with him. If he wants to get paid like a top 10 CB(#10 is at $19.1 mil), I just don't see that as reasonable. If he can come down to $13 mil-ish(still top 15) maybe that isn't absurd.

Lots of good candidates and the 32nd ranked defense isn't really going to draw a lot of eyes. Hopefully we are able to put together a halfway decent roster for him to work with and he comes out next season with something to prove.
