Vick's harsh legal punishment was not because he killed or tortured dogs. It was because he ran a interstate gambling organization.

The public backlash is from the dog killing.

Not strictly "current" since Lance Armstrong leads the list but it is made up of people who are currently in the news cycle / public consciousness. Both OJ and Carruth have been out of the spotlight for a while now. The methodology spoke of a qualifier in that regard.

It's really just a public awareness based poll. Not like they're trying to create an exhaustive list going all the way back to the Black Sox or something.
