The only way to make it fair is to dictate the conferences and lock them in. Pro sports solve this with locked divisions that are balanced with revenue sharing and caps, and are organized mostly location by region. You can’t have a fair bracket system with this Wild West conference stuff. It’s always going to be people in a room deciding who they think should be in. A bigger field does not solve this problem.
