He has a live arm, and if you don't have one of the top backup QB's in the league who could start for a few teams, that's the type of backup you want to have as they might make mistakes, but they're also going to make a few plays too. -

He can play football as his rookie season shows. Whether it's his desire or just horrible usage, nothing has translated since then. I wouldn't mind a trade for him to see if a change of scenery could improve anything, but I wouldn't offer anything substantial. Late round pick or a oline we're likely going to cut anyway. -
Howell is not a starter, but a decent backup. He's kind of in the same mold of Hurts athletically, so if he does miss time, they don't have to tweak the offense to a backup that's polar opposite skill set of their stater. It makes sense to me.
