Fox's only problem is his loyalty to VETs. The team is clearly better with Moore at the helm. IF we go into next season with Jake as the starting QB we are going to lose Moore (and lose more) when his contract is up. Someone will want him.

Moore is now in the position Jake was in. Fox was loyal to Peete, too. Once he makes the move, the move is made for good.
