30 percent rule does not apply to all players. Believe it might only be for rookie contracts and that's why Bailey, Barber, etc can be resigned and few younger guys around the league are getting contracts.

Gantt answers this question on Twitter like 5 times a day.

Edit: it applies to everyone but the math is most detrimental on the rookie contracts.

The 30% rule was a one time thing for 2010. I thought it was no longer in effect much like the RFA 6 year rule. I looked up Champ Bailey since he signed an extension this week but it looks like he actually took a pay cut from 13 to 11 million this year. So it was no help.

The 2010 season officially runs through March 3rd. So the 30% rule still applies...technically, so does the RFA 6 year rule, but since the deadline passed long ago, it's a moot point.

Yeah, the 30% rule applies to everyone, but is especially pertinant to players on their their rookie contract since their base salary is relatively low. So without giving an astronomical signing bonus to make up the difference, most high level players coming off their rookie contract could not get fair market value.

And as far I can remember, the only significant player on their rookie contract that has signed a new deal is Willis, but IIRC much of it was in the form of a huge signing bonus. Also, remember that he was a much higher pick than any of our guys, so adding 30% to his most recent base salary gets him much closer to his real value than it would for a guy like Johnson who was a 3rd round pick.
