Has The Value Of A Draft Pick Changed?

I noticed yesterday that teams were moving up in the draft, and only had to give up a 3rd, 6th etc. Where as in years past teams would have to give up this years first, next years first and the soul of an unborn child. Someone stated that it is due to the CBA. Anyone else have an opinion? I wanted us to trade back initially because I thought we could get a 2013 1rd pick in return. Now I'm content after seeing what other teams would have offered.

the number of spots moving up and who is available can determine the value. For example, Skins only moved up a couple of spots but it was obvious that would get them their QB. Rams knew that and got what the got b/c of it.
