I did it all the time in college, UNCW doesn't have football, so I'd tailgate ECU and State games with friends that went there. half the crowd, at least, didn't actually have tickets to the games. Hell, I still do it for concerts once in a while.

I know of one tailgate where they set up a bigscreen with speakers and many folks just stay right there to watch the entire game...
