The problem isn't in the encryption. Any password a human can remember will be much to easy to brute force guess for a quantum computer operating at as of yet unheard of speed.

Not necessarily... if passwords become random sentences that people can remember that in turn generate a quantum encryption. Of course, there's a way around anything...
