Aren't compensatory picks based off of UFA's that go to another team? So, no matter how a team like NE or even friggen Pittsburgh does, if they fit that rule, they get the comp or comps... isn't that or something like that how comp. picks are determined?

That's the basic version. In reality, the formula is very complex and includes

team performance on both sides of the equation and players' performances, however the formula itself hasn't ever been published that I know of.

And as far as I know Scrum that is correct, can't trade the compensatories.

Compensatory draft picks are based on the UFA's that you lose and the contracts that they are signed to.. so basically, none of the players that we lost signed large deals..
