Not sure what your question really is. There are NO requirements to have specific number of roster spots by position. Only rule is the 53 team limit and the number dressing in game day .

Not gonna happen. He only costs 490k and knows the playbook. You really din't need much more from a #3 QB. Anyone else would cost dug more and never play.
