Is ESPN's QBr meant to be a joke?

I didn't realize it was a joke until last week when they had Colin k with the highest QBR for the entire season with a 99

His numbers? 13 for 21 199 yards 1 TD(rushing) 0 int and 68 yards rushing

Seriously? That's the best QB performance of the year?

 

Seriously.  That's not a terrible game, but certainly not noteworthy and probably not a top 10 QB performance for the week, much less the best QB performance of the season.  Peyton Manning's opening week performance was video game-esque.

He was at 15 three weeks ago, so his recent tear (which include his two highest QBA scores of his career) has rocketed him up the rankings.
