They're not just "pissing away 16 mil." Besides not spending over the cap teams must spend a minimum amount of their cap or face significant fines (i.e. spending cash for nothing). If they can spend up to the minimum cap level by eating his contract and gain a draft pick or two while doing it, they are in the good & won't be forced to overpay any player to hit that minimum spending.
