Technically it took a sexual harassment scandal.

General consensus from people who cover the team is that Richardson agreed to sell in order to avoid NFL investigation. Then the NFL decided to investigate anyway. 

That's why some wonder what his relationship with the league is like right now. Richardson might have expected  some "quid pro quo" for everything he feels he's done for the league, but he didn't get it.

Regardless, he obviously doesn't have the power to say "let me take five or ten years to think about it". The league wants the stink associated with this scandal to go away, and in today's day and age they don't have the kind of power to make it disappear that they used to.

The sale is going to happen. I suspect we'll have a new owner in time for training camp or by the season opener at the latest.
