Tepper just said it in his interview with Voth explaining the moves today.

Tepper said, "Marty Hurney is one of the best recognizers of college talent in the nation.  Period.  I don't want to lose that."

I love this.  I stated something similar in all-pro.  Hurney is far from perfect, but his ability to hit big on the picks that matter is uncanny, so that is an asset.  But he needs balance.  His decisions in FA have been pretty bad, so bringing in someone to handle that side is perfect.  I know this is a bummer for many, but I love it.

Wow if Hurney was that good this roster would be stocked and Carolina would be a perennial Playoff contender.

Fact is this is a GM who likes picking running backs, line backers and doesn't value a strong O'line.

Not to mention his total destruction of the Salary Cap his first go round.

This is a critical mistake by Tepper to retain Marty Hurney in any capacity other than adviser.

Jerry Richardson is still alive and kicking inside BofA.

The good ol' boy network continues.........

I also thought in the interview Tepper mentioned that Marty would be senior. And Marty is 63. He won't be here long-term. This article suggests that whoever comes in will eventually replace Marty.

Actually said Marty is more senior, i.e. older.
