Imagine trading a 2nd, 4th, and 6th to pay this guy $25 million guaranteed and still keeping your job.

He's screwed himself into a no win position. If Sam keeps playing he looks bad for starting him/keeping him in. If he benches Sam he looks bad for starting him in the first place. Rhule basically doesn't know what he's doing
