  1. It's literally not. That's why you see teams forced to let quality players hit free agency, have to make guys cap casualties they'd rather keep, and why you see teams forced to blow up the roster and rebuild and you see roughly 50% turnover in playoff teams year over year. Sure, there are manipulation tricks but math is math. You can't just spend your way to success in the NFL like you can in other leagues.
  2. Howie Roseman would look at a player like Tremble and say "we'll offer him vet min and give him a chance to earn a roster spot if he's good enough".
  3. It's not chump change for a team already cap strapped with holes all across the roster. You can get a Tremble level player on the waiver wire after final roster cuts. That's why this is a stupid signing.
