Chelsea has the money and Abramovich would not have an issue paying $250m for Messi.  poo, Manchester United spent $300m last year and they had a terrible season.  Chelsea barelly spent any money last season so even if they buy Messi they should not effected by FFP rule.  Chelsea will likely get back half in promo sales alone.
