What is the Rule...?!?!

Is this yet another NFL rule that is too gray for translation?  Antonio Brown gets flagged for twerking, Crabtree gets flagged for pointing at his shoulder, Allen Robinson makes a first down catch gets up and spins the ball flagged, Terrel Pryor does the LeBron celebration with ball in hand flagged, Trai Turner bouncing up and down after a TD, etc.

Marcus Peters punts the ball into the 30th row of the stands while on the field after a change of possession and gets just a 5 yard delay of game penalty.  I understand that if you prolong the spotting of the ball for the officials its a delay of game penalty.  However, how can a player obviously celebrating a turnover can pick up the ball, which you can't use a prop, full on punt the ball into the stands and just get a 5 yard penalty...  Not arguing the outcome of the game because no telling what would have happened if they did throw the 15 but is this another NFL rule that is killing the No Fun League.

As I said in the game day thread, shoulda been a 15 yard penalty...bottom line.  Doubt it changes the outcome of the game though.

Game should have been 31-3...then he would have been punting his helmet into the stands.  Thanks Obama.
