It's not just receivers, it's any rookie they draft.  Kids have no patience with anything.  It's rare for any rookie to be a stand out from day one.  There's only a handful in any draft that can come in and be an impact right away.  The rest take time to develop.  It takes time and opportunity for rookies to show their worth in the NFL.
