Elway went all in for short term success while he had Peyton. It got him a trophy but man have they sucked ass ever since. 

Sans crazy spending, Elway just hasn't proven to be all that good a roster builder (especially at the position he's supposed to know the best).

I know some people say they would accept ten years of mediocrity for one trophy. I'm just not one of them.
