Yes, that was my point. So even bad GMs can stockpile compensatory picks due to poor cap management and an inability to retain their own players beyond their rookie contracts.

No, they won't.  Bad GM's won't draft well enough to have guys signing top tier deals coming from their teams.

Huh? “If you are a bad cap guy, you are a bad GM, no matter how good you draft”. In your own words, you presented the fact that “bad GM” is not always synonymous with “bad drafter”.

I think both the sides of the argument have valid points. 

Those picks start at the end of the 3rd round and only go down in terms of value as the draft progresses.  I don't see how a GM could to lose a solid A-B level player and go into the off season thinking he'll easily be replaced by a some draftee at the end of the 3rd round or lower.

The above link came out about this time last year. It's a bit dated, I think it provides some insight into the quality of player you'll get later in the draft. All of the guys on the list can play. But, I wouldn't consider many of them to be among the top 1-2 players  at their position. Plus, a less capable GM could draft the wrong guy and end up with a bust or JAG (just another guy).

IF a GM could a sign a 1st -2nd tier FA player in the off-season or acquire a proven commodity via a trade to fill the annual gaps on the roster, then he could be successful without the 2 or 3 (4 at most) he could acquire going into the draft. A really shrew guy could possibly be able to find gems with his regular picks.

That said, the comp picks are great to have because:

1) They  give you more room for error. The more choices you have the more likely you are to hit on a solid player.

2) You can trade them away to work your way up (or down) the draft board.

3) You essentially steal picks from the team(s) drafting at the start of each round.

The worst team  would normally have the 97th choice. Now they drop to 107. a lot of good players can come off the board between picks 97 and 107.

I think a good GM could succeed with or without the comp picks.
