There is no minimum cash floor that the Panthers have to spend this year

Contrary to what I see discussed on here daily, there is no minimum cash floor per team before 2013. There is a total cash spend for the league as a whole but none per team. So Richardson did not have to spend the money he did.

It remains widely believed by fans and some in the media that the mandatory minimum cash spend of 89 percent under the new labor deal immediately applies. It doesn’t.

While the league as a whole must spend cash in 2011 that equates to 99 percent of the cap, there’s no minimum requirement for each team until 2013. Thus, neither the Bengals nor any other specific team is required to spend another dime — as long as all 32 teams cuts checks this year that equal at least $3.814 billion

been seeing this by more credible places today.

i think this is only news to the public, tho. FO's have known this all along.

key thing for panther fans is richardson didn't HAVE to spend the money. he wanted to. criticize that if you wnat, but criticizing him for spending money because he HAD to get to the floor is unwarranted.
