Philly Brown.     Fair catch or no fair catch on that play, ,  he was destroyed by a guy while the ball was still in the air..            Everyone should be thankful he had the awareness to at least pick it up and run it in for a TD.      A lot of players would not be that aware...and would think the ball is dead,  or just hop on it and cover it up.

Like I said, mine came from the NFL rulebook. Either way, whatever it is you quoted said this:

While the violation gives the receiving team a "free" chance to advance the football, this privilege is canceled if there is a live-ball penalty enforced on either team.

There was a live ball penalty.

 

A punted ball remains a kicked ball until it is declared dead or in possession of either team.

There was no whistle, therefore the ball was still live. Illegal touching simply means that if something had happened after Philly started running, e.g fumble. The ball would have returned to the spot of the touch by the kicking team, no harm no fould. It basically is a free chance to get a touchdown. 

 

Nor really sure why you are continuing to argue this point. There was a review of the play, and it was clear that Chicago touched the ball. If it were supposed to be a dead ball, the refs would have nullified the touchdown.  Pretty sure they are aware of the rules.
