Practice Squad Eligibility

In reading Jeremy's thread about the 53 man roster projection, I found it helpful to consider who is eligible for the Practice Squad, so as to come up with a true list of those who are most at risk of being cut from the team.

I'm pretty new to following the NFL so closely, so I'm not sure of the Practice Squad eligibility rules.  After a quick skim online at the PS eligibility rules and looking at the current 90 man roster, I counted 25 players who would be eligible for the Practice Squad.  (This is out of a total of 26 players showing 0 (rookies) - 1 year of experience.  If I understand the rules correctly Presley may not be eligible, having played in 8 games (4 in MIA, 4 with CAR))

Can anyone verify if this list is correct?

Lou Young sounds like a blues guitarist from the 60s. Carrington Byndum sounds like a Big Band Leader from the 40s maybe. Jamie Childers sounds like a female 60s folk singer. Add in Steve Miller and we have quite the rookie concert for training camp evenings.

Don't forget the new "exception" rules.

Ah, I had.  Thanks for the reminder.  From the NFL website:

Second, each club will be permitted to sign a maximum of two Practice Squad players who have earned no more than two accrued seasons of free agency credit. Absent this exception, a player who has earned one or more accrued seasons would not be eligible for a Practice Squad unless the player spent fewer than nine games on a club’s 46-player active list in each of his accrued seasons.

So, that means Presley could be an exception, and perhaps some of those currently showing 2 years of experience, such as Martin Wallace, and also David Foucault...?

It doesn't seem simple to figure out eligibility no matter how many times I read the criteria!

I believe Presley is still eligible for the non-exception PS. For a player to achieve an accrued season then he has to be on the active roster for 6 games in a single season. Presley has never been on the roster for more than 4 in a single season so he should have zero accrued seasons. He does have 2 served practice squad seasons which means he has spent at least 3 weeks on the PS during a season(last year he only spent 2 weeks so that wouldn't count) so he is eligible for a 3rd PS season provided the team keeps no less than 53 players on the roster at all times which every team will.

I could be wrong but it looks like Presley is PS eligible as a non-exception if I understand the rules correctly. He is definitely eligible as one of the two exceptions.

I am far from a practice squad expert but from the way I understand it the new exception allows two players that have up to 2 accrued seasons. So in theory any player drafted in 2013 and 2014 would be eligible even if they started every game over that time period. An example of this was Steven Hill Last year. Also players that were drafted before that time would be eligible if they didn't have over two accrued seasons.

Outside of those 2 exceptions the rest of your practice squad has to be comprised of players that have accrued less then one season of experience. The criteria of what constitutes an accrued season is based on the number of games on the roster.
