I don't think you understand how this works. 

If the Saints franchise him, he plays the next 3 years for roughly $25 million. Or they sign him to a deal. Or thet let him walk and get a 3rd round compensatory pick.

It's my understanding that most Saints fan don't even consider him their #1 WR.

Not a first.  He's not a 1k yd WR outside of NO, maybe NE or a couple other spots.  Saints WRs are a product of the QB and system, they're never as good as they look on paper.  If he went to Tenn he'd be wasted and have a career of roughly 750 years seasons.  And healthy Percy Harvin was >>>>>>>>>>>> Cooks.  It was an awful trade because he was never healthy.

Well, apparently at least 4 NFL GMs disagree with you. 

When was Percy healthy?? He's always had injury concerns. He was coming iff 600 receiving yards and 3 TDs when he got traded for a 1, 3, and 7.

Basically. Loomis said a few days ago it would take an "awful lot" to get him. They don't have to move him. They'll get what they want or keep a good receiver on the team.
