Nah, literally dead arm syndrome.  They can make it better but he won’t be swinging the ball 70 yards ever again.  Usually happens due to overuse.  He won’t have a ton of velocity anymore so he have a wierd throwing motion now that causes him to completely miss wide open guys.

Took him 2 seasons.  Cam is out of contract in 2 seasons.  Want to pay someone $45M to sit on their butt then leave to who ever offers more guaranteed?
