I don't understand how we just signed Shockey but we can't even speak with Johnson, Davis, Williams, etc... and Richardson is spouting off "nothing until a cba is signed." I just don't get it

We can speak with them. We just can't sign them.

Until the league year officially ends, they're still under their old deals. Shockey was released, and thus a "street" free agent.
