Best Buy sold thousands of $200 gift cards last night for $15

Maybe the ones that weren't spent before they caught it. But they can't go back and cancel orders already placed. Isn't the first time this has happened to them.

Yes they can cancel the orders.

This is the equivalent of a bank incorrectly depositing money into your bank account.  Even if you spend the money, they can reverse the transaction and legally require you to pay back the money.

The issue is that anyone buying the gift card KNEW or SHOULD HAVE KNOWN that they amount being charged was in error and a computer glitch.  As such, they can be required to either cancel the gift card (if not used) or to pay the additional $185 required.

 

Update:  Looks like the orders were all still pending as cards had not been issued or mailed yet.

This isn't really new, I've seen big mistakes many times.  Companies usually cancel the orders and/or give like a 5-10$ gift card to customers for the trouble or something.
