Vikings coach agreed with the call. If you watch it closely, he drove his shoulder pad into the QB while he fell on him. It's not the falling, it's the driving of the shoulder. Falling on the QB would've been a tackle. Driving his shoulder into the QB had the intent of injuring the QB.
