I've seen some pretty strong opinions both ways, so here's a chance for advocates on either side to make their case.

Do you start by drafting a quarterback next year or do you build up an offensive line and get a placeholder with an eye toward getting that franchise QB when you know you can protect him?

A full rebuild is not a quick process.  And it also would have to involve Miami Dolphin-ing the roster.  The only people safe would be like.. DJ Moore, Daley, Little, Burns.  Recent draft picks at key spots.  CMC, Cam, Kuechly, Shaq would all have to be traded.  Bradberry let go.  Anyone we can trade, trade.  

With a host of picks, you wouldn't necessarily focus on OLine first, or QB first.  Going into the draft with a rigid plan is always bad.  Thats how you reach for players.

You stockpile picks, and grab a franchise QB when he is available.  You don't reach on your first rebuild draft.  But if one is there, you take it.

You let as much cap space roll over as possible, and still meet the league rules.  Then you shore up everything else in free agency with your cap space as you get closer to your contending year.
