It's looking at the schedule strength by this year's opponents based on last year's records. This year theirs is the toughest based on them playing against the NFC West, the Chiefs, Ravens, and Bills twice. It's also why the Jets and Dolphins are 2nd and 3rd hardest followed by the Bills at 5th.

Ah yea, I was thinking of when they look back on sos, rather than forward. Still a little interesting considering their division. They usually have a really weak sos

Well the Bills won 10 games last year for the first time in a long time and the Jets quietly went 7-9. Last year's schedule was really easy for them. But this year, they have 7 games against teams that won 10 games or more, and one other against a 9-7 team.
