How much dicking around on the internet is allowed at work?

I am pretty guilty of it. I usually have my work up in a few other windows but might have the latest up on Justin Bieber in another window...

I mean I spend probably about an hour a day at work NOT doing work, and that doesn't include my lunch break.

My last job, none. They had everything blocked but the first page of Yahoo. If you tried to search or go anywhere you got a screen with the following message.

there are times i almost force myself to surf for my own sanity.

I am always waiting on something to transfer or finish doing something so I zip back and forth a lot of the day. I also get involved with a lot of phone meetings where my input is limited to a specific technical issue that takes one paragraph of text to review which makes surfing difficult to not do.
