The nfl does not apply that rule to a runner. Only qb's and defenseless receivers. When they become runners then there is no rule for malicious hitting.

He may get a fine but it's not a penalty in the nfl. I didn't right the rule book.

I know lol and in today's nfl id be shocked if that hit doesn't make it illegal in the offseason. 100% a fine

Hell, it honestly could've been even worse. Diggs had a TD pass go through his hands and Hunter Henry had a drop that would've given enough them a 1st and goal.
