Some coaches use preseason to practice schemes or plays then others use the time to evaluate player. John Fox was the former and RR is the latter. Honestly if you watch it from a non fan perspective you can see them calling plays for the same guy multiple times and watch how players work or don't in other situations. The preseason So far has been about

Who do we have at WR?

Who do we have at G/T?

Who do we have at DT?

And

Who do we have at CB.

They were talking on the radio about how they practiced this week for this game. The dline would have their backs to the line of scrimage and wait until they were told to turn around. They said it was to recognize the play faster vs eagles new offensive scheme. So they did game plan some.

Football 101, score more points than your opponent. Carolina failed to score touchdowns resulting in Field goals.  Thats why they lost. Plain and simple. you can analyze all aspects of the game you want but if you cant put the ball in the endzone, you wont win very many games.

They only practice for how fast the Eagles run plays. They didn't game plan because they have no Tape on what Kelly offense looks like in the Pro's. They played vanilla zone and man coverage  all night. So no they really didn't game plan.
