The Athletic has a good breakdown.. They had people being trained on video review, the wrong guys made the call. They knew they had it wrong almost immediately.. Once that pucked dropped it was a done deal. 

The NHL should have intervened right then rather than waiting till the intermission.  Would have been a real kick in the junk if they let up a PP goal in addition to the bad goal.

Whether intentional or not, THG seems to indicate that the Hurricanes were somehow involved in the call. They were not. Per the Athletic article mentioned earlier:

"Nationwide Arena’s off-ice officials are in the process of training a video coordinator, a person charged with making sure NHL hockey-operations executives in Toronto can connect with NHL officials at ice level for just this kind of review, using both audio (headsets) and video (Apple iPads)."

So the Canes had no personnel involved in the decision.
