#21 - Matt Moore

Matt Moore was on fire for the Panthers last season after stepping in as the starter, due to Jake Delhomme's injury.

He led the Panthers to a 4-1 record over the last five games and posted the highest QB rating in the league over his last 4 games, ending the season at 98.5.

He is still young and knows how to get the ball to Steve Smith, who averaged 95 YPG with Moore as the starter.

#32 - Jimmy Clausen

Jimmy Clausen slid further than any other big-name player in April's draft, but when the Carolina Panthers selected him in the middle of the second round, he fell into one of the best possible situations.

He only has a young, unproven starter ahead of him in Matt Moore, and he has great surrounding talent. Right now, Clausen is mentally ahead of Sam Bradford, but does not yet have Bradford's accuracy.

IMO top 50 lists make no sense particularly when some of the folks mentioned aren't even in the league. Secondly lists make more sense when it is based on some kind of criteria such as TD/Int ratio, winning percentage, playoff record, completion percentage or passer rating. Most of these lists for example use total yards or quantity stats rather than quality stats.

I also like lists that rank them for the past and them talk about why they will be better or worse this year based on a number of factors.

For example, Kevin Kolb who has played almost no games in his career is ranked ahead of Pennington who has accomplished a ton more than Kolb has. However if you were comparing on them on who will start and put up bigger numbers this year then Kolb who is starting for Philly will likely put up bigger numbers than Pennington who will likely be a backup. But if that is the case then Bradford would be much higher because he will put up lots of numbers this year although it is unclear whether they will be good ones or bad.

Again my point is that these rankings have no rationale or statistical relevance since they aren't compared on any particular areas or even predicting who will put up more yards, make the playoffs, or something else. Thus it goes from a football article to a fluff piece in my opinion.
