What's the risk? They don't have to pay him now. He satisfied his contract for those years, no longer wants to play football, and the organization doesn't have to pay him for those services.

The risk is his employment freedom. He wants to play, but not in Cincy.

For the record, I understand and agree with Brown's decision to let Palmer retire... the minute they start giving in to trade demands they won't have anybody left.
