I would have to say RR's because without the timeout there may not have been a kick.

Rivera's was a snap decision due to 12 men on the field, right? If he lets the play go, and the kick is attempted, they will have the option to kick again if they miss.

Hindsight says bet that they can't get the snap off in time, but we're talking seconds clicking off at the end of the half. I'm sure he's more concerned with getting caught with 12 on the field if he believes they can make the snap.
