that was a very questionable facemask call. he did brush it but looked like the tackle was done by the shoulder pads. cant blame the ref for throwing the flag from the view that he had and in real time.

you cannot deliver a blow to the head  of a QB while passing or shortly there after. There is no penalty for what just happened.

 

Unless you are talking about the expelled rule about grabbing the face mask vs personal foul tackle with face mask- they were two different things but the variation does not  exist any more.  

 

At least I think that is how it went bout 10 years ago
