how would you guys change it?

I don't even think it has to do with changing, but more like, how about they enforce it and make it uniform across all games?  That is really the issue to me.

As in how Antonio Brown can do a forward roll and basically catch the ball with his knees while Calvin Johnson, Dez Bryant or our own Jerricho Cotchery can be told "sorry, no catch".

I would change 1 to include "total control of the ball" and change all of 3 to read "maintains total control of the ball until he has clearly become a runner or the ball has crossed the plane of the goal line while being controlled by the receiver." 

That would define to me when the catch actually occurs. When the ball is no longer moving and has been totally secured by the receiver. The biggest area this would impact would be catches that involve a player as he goes out of bounds, and catch/fumbles from an immediate hit by a defender.
