Possible motive

Redskins is a good job to take if you don't want to work very hard and lack ambition;  there were a lot of reports about how Rivera would never spend any overtime in Carolina working on preparation and checked out early

He might just want to cash a fat check from Snyder (who always overpays), and realizes that even if he loses a lot, people will mostly blame the dysfunctional owner.  Redskins fans always blame Synder for everything and rarely ever the coaches.

It's a good retirement coaching spot, although Rivera is still young

He and Shurmur were colleagues in Philly. He might being him in as his OC.

Would probably have no trouble keeping him too. I think Shurmur has conclusively shown people that he's not head coach material now.
