Id like to see Herniay spend more on UDFAs, he never gives out signing bonuses above 10k. Panthers needs are too many, be super aggressive on this and fill some holes, rather than worry about spending 20k too much. 

Once we let Poe walk, we will be down to 54 on the 2020 roster.  Assuming no more attrition, we will need 36 players to hit the max camp limit.  Grant you, we don't need 90, but generally teams max out their camp rosters.  To get there I see:

-6 re-signings of medium-to-cheap contracts of our own: Cockrell (most expensive) DT McGee, G Greene, G O'Brien, CB Elliott, WR White, DB Luke

-6-8 low-end FAs

-15-17 UDFAs 

-7 draft picks

Thats awful close. Its looking like this will happen. (Luke already re-signed) Its going to a rough 2020, unless Rhule is a legit warlock. One great thing about hiring a college coach/S is they all have a good understanding of the entire(mostly) draft pool. Form recruiting, to playing against, talking to fellow college coaches they have a idea already on many of the players thats not going to be drafted.  Panthers need to use that small advantage to the fullest.

I really think someone like DJ Reader, who turns only 26 this summer would be a great pick-up....especially if we can land Okudah or Simmons in the draft. However, we have the potential to load up on comp draft picks next year and set ourselves up nicely to move around or add players in the 2021 draft.
