Its not

Judging DT's by the number of individual sacks is misleading.  That is why fans undervalue guys like Star L.  If a DE or linebacker gets 15 sacks or makes other great plays, its in large part due to having good DT's in front of or beside him.  I think only 5 DT's last year had more than seven sacks.  DT is just not a position that generates a lock of sacks.  A good DT just helps others get a lot of sacks.  And helps others get tackles for short or no gain in the running game.  Poor play from our DT's last year was a primary reason that our ypc was the worst in the history of the Panthers.  

 

When healthy (he was for his first three seasons), Kris Jenkins was one of the best DT's in the game, and yet only reached 7 sacks once in his career.
