The average of the top 10 player's salaries is for the option year (5th year) if exercised. For the first 4 years if he get an average of 5-6 million he will be well below the average of the top 10 quarterbacks (cost of the transition tag which is roughly 14 million per year).

So it's framed similar to how a franchise tag works? Franchise is average of top 5 at the position. Rookie scale is average of top 10 at the position.

Pretty simple to know what you'll need to have going into a draft.

Considering rookie wage scale was one of the last things to iron out...pretty risky gamble if that were his intent. :)

The rookie pay scale was always one of my biggest gripes about the NFL.

had it been leaning towards no scale I doubt JR would have chose Cam...way to big of risk for the money. However looking back, with the cap, Cam was a great move IMO.
