They were both PI calls in there own right but the main difference was one helped the Cowboys and the other helped the Pats STFU!

Luke's was holding. Ball was uncatchable so couldn't have been PI. Would've been a 5 yard penalty and they'd have had one more try which they wouldn't have gotten and the outcome would be the same. The one yesterday was clearly PI, and every official is saying it was.

In the 1st one, Pettigrew repeatedly pushed off of the defender's face. Good no-call, though they could (and perhaps should) have called offsetting fouls and replayed the down.

The first one would have been face guarding but the TE was literally holding the defenders face mask. Don't know if the refs saw that but they got the call right by picking up the flag.

The defensive player never looked back or made a play on the ball, in that case, it is PI.

Except face guarding, even when it was considered a penalty, could not include illegal contact or PI.

 

Just because it wasn't face guarding doesn't mean it couldn't be PI as well, in which case there was significant contact to warrant a PI call.
