This is my city vehicle. It's sitting on a city street, which, although it's gravel, it is a street nonetheless. 

To the right you will notice a CSX rail line and the city paved street ends at the track, becomes a private access road to a CSX-owned warehouse. 

Somehow, somewhere, someone with the NCDOT got the idea to install this yellow access gate which, when closed, blocks entrance to the private CSX property, from which trucks normally enter and exit at all times of day and night.

When the gate is open, it extends 13' into a 2-way roadway that is less than 30' across. I purposely put my care there to snap this photo. 

Between me and CSX, we're still trying to figure out who authorized this, how does NC DOT think they can gate a private access road and, at the same time, create a hazard with the gate extending across another road.
