Using JR's model to describe where you think Tepper is heading does nobody any favors. 

It's only partially Richardson's model.

Specifically, Richardson didn't believe in having a single GM. He basically wanted two guys running things. Theoretically speaking, that actually left him as the ultimate power. That's why the team didn't have a true "full power" GM until 2002, and now they won't again.

Where you see the opposite approach with Tepper is in the next layer down. It's correct that Richardson preferred a smaller staff, not because he thought it was more effective but because he was a cheap bastard. He's basically that a--hole boss who looks at an operation that's running perfectly well with 20 people and thinks to himself that it could probably work just as well with 10.

Tepper is likely going to expand things at the staff level. More scouts, more analysts, etc.

In a room with professional football execs/coaches, talking about the subject of football ops, actually no. He’s likely the least smart in the room. Hopefully he can put the right people in place and step back from the football ops at that point.

I would agree with this.

There's a scene in the movie "Armageddon" where Jason Isaacs is playing a character that Billy Bob Thornton calls "basically the smartest man on the planet". Yet in a later scene, Bruce Willis treats him like a moron because smart as he may be, he doesn't know anything about drilling.

You can definitely be very intelligent while still lacking the skills to do a certain thing.

Indications are that even if Marty stays in place, we're probably looking at a new scouting department after the current draft.

A lot of the guys that Marty hired could wind up gone.

Now, that's not to say there isn't a space for Colbert. There are plenty of possibilities for him here. Probably just not that one. He could, however, be an ideal choice for a consultant type role where he might, say, reorganize the scouting department.

Whoa...I initially ready that as Keary Colbert. Yikes. I need a drink.

I looked back at Morgan's resume'. Prior to becoming Director of Player Personnel with the Bills, he was Director of Pro Scouting in Seattle.

Tepper wants someone with a Pro Personnel background for the new VP job.

I'd say Morgan is an option.
