Will there be fans at Bank of America stadium this year?

We still don't know for sure if the Carolina Panthers will allow fans at Bank of America stadium this NFL season.

Here is what we do know:

The Panthers would love to have about 15,000 fans in the stands, in isolated "pods" with only friends and family in close proximity to tickets holders. 

So much hinges on Roy Cooper. If North Carolina does not meet the criteria to live to phase 3, then the Panthers will need a special permit from Cooper the have fans in the stands. In my opinion, I can't see Cooper granting it.

I can't either--you have to have across the board guidelines and this would create an exception---at least, it would create the perception of an exception that would be politicized.

I agree.  And if Cooper allowed an NFL team to have fans while preventing smaller venues from doing the same, it might give some of the smaller venues grounds for a lawsuit.
